Law Enforcement Liaison (LEL) Dashboard

The LEL Dashboard is a statewide crash analysis and reporting tool designed exclusively for Law Enforcement Liaisons (LELs). Built in Microsoft Power BI, the dashboard provides an interactive view of North Carolina crash data to support trend monitoring, reporting, and data-informed discussions at the LEL district level.

The dashboard uses North Carolina DMV crash data, updated on a monthly basis. While records may be subject to revision if the DMV updates crash reports, changes are typically minimal. Data are displayed statewide and organized by LEL Districts (1–11), with additional filters available to refine results.

Crash severity is reported using standard KABCO definitions, including Fatal (K), Suspected Serious Injury (A), Suspected Minor Injury (B), and Possible Injury (C). All dashboard pages are fully filter-linked unless otherwise noted, and several visualizations allow users to interactively cross-filter other charts.

The dashboard is intended for monitoring trends rather than operational enforcement decisions, allowing LELs to quickly identify emerging patterns, contributing circumstances, and areas of elevated crash severity within their assigned districts.

  • Interactive filtering: Filter by LEL district, troop/county, time period, severity, vehicle type, work zone, and other attributes.
  • Cross-filtering visuals: Selecting bars, rows, or segments in some charts dynamically updates related visuals.
  • Monthly updates: Data are refreshed monthly using the most current DMV crash records available.

Dashboard Pages

Summary provides a high-level overview of crash activity within the selected filters, including total crashes, fatal crashes, and injury severity counts. Trend visuals highlight year-over-year changes, while supporting charts summarize key contributing circumstances and the most harmful crash events.

When & Where focuses on the temporal and spatial distribution of crashes. Heatmaps and charts show patterns by day of week, hour of day, and month, along with roadway classifications and the most frequently impacted routes. This page helps identify when and where crashes are most likely to occur.

Why highlights contributing factors and conditions associated with crashes, including roadway conditions, weather, surface type, and traffic control. Supporting charts identify the most common contributing circumstances and harmful events to help contextualize observed trends.

HCC Map (High Crash Corridor Map) displays High Crash Corridors ranked by crash severity and estimated corridor danger within each LEL district. Corridors are ranked relative to the selected LEL, allowing users to quickly identify locations with elevated crash severity. The map is not cross-filtered by other visuals but reflects selected geographic filters.

What Are Law Enforcement Liaisons (LELs)?

Law Enforcement Liaisons (LELs) are regionally assigned coordinators who support and promote highway safety initiatives across North Carolina on behalf of the Governor’s Highway Safety Program (GHSP). LELs serve as the primary connection between GHSP and local law enforcement agencies, helping ensure consistent participation, coordination, and reporting of traffic safety efforts statewide.

GHSP funds 11 regional LEL positions, each assigned to a designated region of the state. Funding supports LEL travel, equipment, and outreach activities necessary to coordinate highway safety programs and enforcement campaigns across multiple jurisdictions.

In their role, LELs act as organizers, facilitators, and technical resources for highway safety activities. They assist with planning, preparation, implementation, and reporting for statewide enforcement initiatives such as Click It or Ticket and Booze It & Lose It, working to promote consistent engagement by participating law enforcement agencies.

LELs also coordinate closely with approximately 100 county-level coordinators throughout the state. This includes hosting and attending meetings, supporting campaign organization, assisting agencies with reporting requirements, and encouraging timely submission of enforcement activity and citation data. Accurate reporting is a critical component of evaluating program effectiveness and supporting data-driven highway safety strategies.

North Carolina’s LEL program aligns with the broader National Law Enforcement Liaison Program, supported by the National Highway Traffic Safety Administration (NHTSA) and the Governors Highway Safety Association (GHSA). Nationally, LELs are recognized as key partners in bridging state highway safety offices and local law enforcement, strengthening collaboration, improving data quality, and promoting best practices in traffic safety enforcement.

The LEL Dashboard supports these responsibilities by providing LELs with a centralized, interactive view of crash trends, contributing factors, and high-severity locations within their regions. The dashboard is designed to complement existing coordination and reporting efforts by helping LELs monitor patterns, identify emerging concerns, and support informed discussions with county coordinators and partner agencies.
